Overview

GitHub released Actions Runner Controller 0.15.0 on October 1. According to the GitHub Changelog, the release “includes reliability, scalability, and observability improvements for runner scale sets” and is meant to help operators run larger runner fleets “with fewer disruptions during upgrades and Kubernetes API updates.” The release is tagged gha-runner-scale-set-0.15.0 and, per the release page, ships as a controller container image plus Helm charts for the controller and for the runner scale set.

What Changed

The GitHub Changelog lists these changes:

  • In-place upgrades. Patch version upgrades now update resources in place, reducing disruption between autoscaling runner sets and ephemeral runner sets.
  • Lighter API traffic. Controller updates now use patch requests instead of full update requests, reducing Kubernetes API payload size. Runner status aggregation for EphemeralRunnerSet has moved to metrics, reducing status patch requests, and controllers filter incoming events so they perform fewer reconciliations than before.
  • Tunable throughput. Listener Kubernetes client rate limits are configurable through QPS and burst settings, and controller concurrency can be configured globally and per controller with max-concurrent-reconciles flags.
  • Shutdown and recovery. terminationGracePeriodSeconds is configurable and aligns with the controller manager graceful shutdown timeout, and runner scale sets can be reregistered when the recorded scale set no longer exists in the Actions service.
  • Faster runner cleanup. Ephemeral runners are deleted faster because the server-side check for runner removal is skipped when the runner pod successfully exits.

GitHub says the changes are “especially useful for clusters with many runner scale sets where controller throughput, graceful shutdown, and accurate metrics are important for day-to-day operations.”

Details From the Release Notes

The release notes are a list of merged pull requests and contain more than the changelog summarizes. They include a change to defer scale-up until the listener publishes a state that accounts for finished runners, and one that deregisters runners from the Actions service in the background. They also list a runner update to v2.337.0 and three first-time contributors: diogotorres97, KR-Ravindra and ankit373. The full changelog compares gha-runner-scale-set-0.14.2 with gha-runner-scale-set-0.15.0.

What We Don’t Know

  • The concurrency flag’s final form needs checking before rollout. The release notes list one pull request that adds “default and per-controller max-concurrent-reconciles flags” and a later one titled “Set per-controller reconcile concurrency defaults and remove —default-max-concurrent-reconciles.” The changelog’s wording, global and per-controller configuration, does not say which flags remain in the shipped chart.
  • Neither source gives benchmark figures for throughput, API payload size or upgrade disruption, so the size of the improvements is not quantified.
